Am I the only person who is wondering why the word "impoundment" is being used instead of "improvement" about the Geist Fund? Is it just that someone can't spell--?or what?

the money was "impounded" from the tax increase to the new Fishers residents that were previously in the unincorporated areas around Geist. So the word is correct, the money is technically the money that Geist residents paid into Fishers over the phase in period of 3 years.
